At the first launch, you can choose the english language in the language list box.
The Do not prompt for backup checkbox is to not ask a restore system upon the program start (in Win Me and XP only). When you launch this program, OE will be closed.

Don't be afraclass about this rule : it permet to delete all english messages (a lot of spam is english spam), but you can do all you want.

Note : The "Show in explorer" button (for dbx files) will open explorer and allow automaticly to see the hclassden files.
Repairing tab
I do not write this tab, but what I know about it : it try to reinstall IE/OE, and it try to download all the systems files to do it.
